INTRODUCTION
Clive J Turner MIFireE
I have worked in the Fire Service for 32 years. 20years in Fire Safety with 7 years as Head of Fire Safety (Assistant Chief Officer) to the 3rd largest Fire Service in the UK covering all areas of Great Britain.
Since taking early retirement in May 2007 I have set up this Fire Safety Specialist Company to continue to provide a service in this very important area of Fire Safety/Prevention. Although covering the local area, with being qualified in Scottish, English and Welsh Regulations and Standards and worked in Northern Ireland for 5 years, work can be carried out in any area of the UK. Where required, also to American NFPA Standards.
Areas Covered:
- Fire Safety Risk Assessments.
- Consultancy - Contract and Plan Reviews.
- Fire Policy and Standards - Audit and Quality Assessment. (Including Fire Strategy and Fire Engineering)
- Fire Training.
Fire Safety Risk Assessments
- Previous fire safety legislation in Scotland, has been replaced by the ‘Fire (Scotland) Act 2005’ and for England and Wales the ‘Regulatory Reform (Fire Safety) Order 2005'. They are designed to ensure the safety, in the event of a fire, of persons whether they are employees, residents, visitors or others including Fire Fighters. Owners and or managers are responsible for providing measures to safeguard their safety.
- In order to ensure safety of persons in the event of a fire, the above legislation requires that a Fire Safety Risk Assessment (FRA) must be carried out. This applies to ALL businesses. A record of a FRA must be kept if five or more persons are employed (whether they are based on the premises or not) or require a license for alcohol e.g. Public House, Hotel. Any information recorded should be made available for inspection by the Enforcing Authority, normally carried out by the local Fire and Rescue Service.
- Compiling a FRA is an involved process to cover the many areas of fire safety required under the Act/Order. As a result, many businesses task another person to carry out a FRA. Anyone carrying out a FRA should be trained competent, experienced and or qualified in fire safety/prevention.
- It is also a mandatory requirement for business insurance to have a Fire Safety Risk that complies with the Act/Order.
- You should, as a business, have a Fire Safety Risk Assessment. Where this is not the case and require a FRA to be carried out on your premises or review your present FRA, this can be discussed free of charge and with no obligation.
The service provided in carrying out an FRA is:
- Advanced Information Pack (AIP) - This details information required in order to complete a FRA.
- FRA Visit - Information covered in the AIP is discussed and an inspection of the premises is made.
- FRA Report – A comprehensive report is produced covering all the issues noted in a & b above.
- A Schedule of Maintenance Standards – These are designed to assist the person(s) responsible for the FRA to manage the report.
- Further Visit – To deliver and discuss the FRA report to ensure an understanding and its contents.
- Back-up Service – Details of this would be explained at the initial visit.
Consultancy - A consultation service can be provided to cover any aspect of Fire Safety ranging from fire advice to Fire Engineered solutions.
Contract and Plan Reviews
Regardless of the size of the work a service can be provided to Contracts and Plans:
Contracts - There are requirements to provide fire safety policy, standards, compliance with relevant regulations and risk assessments within contracts for the work to be carried out. This service can be provided either in written reports for inclusion into contracts or audit of existing contracts.
Plan Reviews

These are carried out to cover all aspects of fire safety for compliance with Building Regulations for any part of the UK.
Also compliance with any Code of Practice UK or European standards. Fire Engineering solutions can be provided or audit of existing designs.
The service covers stages in Planning and Design, on site during construction inspections, handover/takeover of a project or building.
Fire Policy and Standards

These are aimed at a medium to large business. Fire policy and standards are designed to provide a consistent approach to fire safety. They involve a combination of fire safety and business requirements to form a practical means to apply fire safety measures. They are generic in content but can contain specific issues to a particular building, process or purpose group. These can be written specifically to a business or audit of existing ones.
Audit and Quality Assessment

This service can cover any areas of fire safety/prevention. It is designed to review and assess measures already in place providing advice and reports as required including Fire Strategies and Fire Engineering solutions.
Fire Training - ALL personnel must receive fire training. The service provides different levels of fire training:

Initial - Continuation - Fire Warden
Initial Fire Training - This should be given to all personnel as soon as possible on being employed.
This involves theory and practical sessions and should refer to the fire safety risk assessment of the building/premise where the personnel work. It consists of a power point presentation covering safety in the place of work, types of fire extinguishers and evacuation procedures.
A question and answer period is then carried out to reinforce the information followed by a practical session with extinguishers with emphasis on those type of extinguishers found in their particular workplace. A Fire training Certificate is provided for each individual.
Continuation Training

Normally carried out on an annual basis, it is deigned to reinforce initial fire training with particular emphasis on evacuation procedures and correct use of extinguishers.
Fire Warden

This is specialist training and generally aimed at a medium to large company or a business that have large numbers of persons e.g. Hotel, place of entertainment. It provides a greater understanding of fire safety requirements and responsibilities that are involved with evacuation of large premises and or a large number of persons.
